Veteran leader of the Indian National Congress who also served as Minister of State for Home Affairs in P.V. Narasimha Rao's government between the years of 1991 and 1996. Over the course of his political career, he was elected to represent Uttar Pradesh's Mishrikh Lok Sabha constituency four times and also served twice as an MLA from Hargaon in Sitapur district.

He completed his education at Raja Raghubar Dayal Inter College in Sitapur before commencing his political career, earning his first legislative seat in 1969.
