Guamanian politician who was the first democratically elected Governor of Guam from 1971 to 1975. He was the last civilian to hold that office.
He received his education in the United States, at Aquinas College and Marquette University.
He represented the Republican party and, following his unsuccessful bid for reelection as Governor, he resumed his career as a dentist.
He had 7 children with his wife Lourdes Duenas Perez.
He was Governor of Guam while Richard Nixon was President of the United States.
