Best remembered as the Vice President of Uruguay during Julio María Sanguinetti's reign from 1995 until 1998.
He got his start in politics by working with the Colorado Party in the 1960s.
He was the 11th person to hold the office of Vice President in Uruguay and he died in office of lung cancer at the age of 72.
He had one daughter, Laura, with wife, Hilda Flores.
He and Joe Biden were both famous Vice Presidents.
