Democratic politician who represented California in the United States House of Representatives from 1893-1899. During the 1880s, he had served as Superior Court Judge of San Francisco.
After being admitted to the California Bar in 1878, he began practicing law in San Francisco.
He ran an unsuccessful 1898 campaign for Governor of California.
Born in Massachusetts, he moved with his family to California when he was just a year old.
He and Maxine Waters both served on the California State Assembly.
