Member of the Communist Party and the Minister of Foreign Affairs of Azerbaijan SSR from 1983 to 1987. She has been given both the Order of the Red Banner of Labour and the Order of Honor for her lifetime of public service.
She earned a Ph.D.in Philology from the Azerbaijan State University in 1961.
She also served as the Speaker of the National Assembly of Azerbaijan from 1990 to 1992.
She and her siblings were raised in Baku, Azerbaijan.
She was replaced by Yagub Mammadov as Speaker of the National Assembly of Azerbaijan.
