She is the first female Prime Minister in the history of Estonia. Her great-grandfather Eduard Alver is one of the founders of the Republic of Estonia.

Her father was Siim Kallas, the 14th Prime Minister of Estonia. She had one son with a previous partner, and married her husband Arvo in 2018.
