She was born in Topeka, Kansas to a father, Fred Phelps, who was a pastor for the Westboro Baptist Church.
She would answer e-mails sent to the Westboro Baptist Church in a column called Dear Shirley. In 2007, she was arrested on suspicion of delinquency of a minor. She was placed on a list of individuals banned from the UK.
She and her husband Brent D. Roper have 11 children, four of whom left the church and family.
