Mexican politician known for serving as the first independent mayor of Uruapan, Michoacán, and for his outspoken stance against organized crime and extortion in one of Mexico's most violence affected regions. He is also known for having served as a federal deputy in Mexico's Chamber of Deputies from 2021 to 2024, representing Michoacán's 9th district.

Before Fame

He pursued higher education in political studies and earned a degree in Political Science and Public Administration from ITESO. He worked in administrative and oversight roles including as an auditor for the Mexican Social Security Institute between 2017 and 2018. His early political involvement began with youth participation linked to the Institutional Revolutionary Party. He ran for federal office as an independent candidate for Michoacán's 9th district in 2018 but was unsuccessful. He ran again and won in 2021.

He became Uruapan's first independent mayor after winning the June 2nd, 2024, election with 66% of the vote in one of the most decisive mayoral victories in the city's history.

Family Life

He grew up in Uruapan, a city known for long-standing struggles with cartel violence. His family had ties to civic and cultural life in the region. His father Juan Manzo Ceja was a cultural promoter who founded Uruapan's first visual arts gallery and was involved in local civic activism in the early 1990s. He was married to Grecia Itzel Quiroz García, and they had two children together. He was assassinated on November 1st, 2025.
