Roman Catholic religious leader who became the second Bishop of San Bernardino, California in 1995.

He became a well-known proponent of immigration reform and served as chairman of both the Committee on Migration and Refugee Services and the Committee on Hispanic Affairs.
He was born in Phoenix, Arizona, and he grew up working in his parents' East Los Angeles grocery store.
His contemporary and fellow Roman Catholic prelate, Joseph Kurtz, became the fourth Archbishop of Louisville, Kentucky in 2007.
