Lawyer, politician and member of the Democratic Party who served as a U.S. Representative of Delaware from 1917 until 1919.
He graduated from the University of Delaware in 1889 and studied law while being admitted to the Delaware Bar in 1892.
He became an attorney for the Delaware State Senate in 1899.
He grew up with his family in Frederica, Delaware.
