American politician who served as Governor of Wyoming from 1919 to 1923 and represented the state in the Senate from 1930 to 1937. He was also charged with evaluating US agriculture as the chairman of the agricultural conference in 1924.
He graduated from Yale University and then took an interest in banking.
He also served as president of the Wyoming Stock Grower's Association.
He married Julia Blanchard Freeman.
He and Nellie Ross both served as governors of Wyoming.
