Federalist politician who served as Governor of Delaware from 1793 to 1796. He also served the state as a U.S. Senator in 1798 and in it's General Assembly.
He went to medical school at the University of Pennsylvania from 1757 to 1762.
He was an officer as part of the Continental Army during the American Revolution.
He married Rachael McCleary in 1765, and together they had three children: Richard, James and Thomas.
He was in office the same time as U.S. President John Adams.
