Latvian politician known for being appointed Deputy Minister of Defense during the Independence War.
He became the first soldier in the Latvian Army when he placed volunteer units under the command of the People's Council of Latvia.
He joined the Soviet puppet government as Minister of War in 1940 before being arrested by the Gestapo and interned in the Sachsenhausen concentration camp until 1945.
